The client is on the hook for the golden thread, and is the least able to check whether it exists.
Regulation 31 of the Building (Higher-Risk Buildings Procedures) (England) Regulations 2023 requires the client to create and maintain an electronic facility holding golden thread information. The duty is held alongside the principal designer and principal contractor, each with their own obligations.
